Public Participation

The U.S. 301/Gall Boulevard form-based code continues the community conversation about the character of future development, redevelopment, and the public realm (streets, sidewalks, and open spaces) within the U.S. 301/Gall Boulevard corridor planning area.

City planners have met and continue to meet with residents, business operators, property owners, and other community stakeholders to help people understand how the proposed code works and to discover any issues (or opportunities) foreseen by stakeholders. We all see different things, which is why public participation in community decision making is so important. Currently, the draft form-based code is being edited in preparation for a 30-day public review period.

Community Open House

A Community Open House was held on May 30, 2015, to report progress on the (Re)Imagine Gall Boulevard initiative, including the draft form-based code.

Code Advisory Group Meetings

The City assembled a Code Advisory Group (CAG) to review and provide feedback on preliminary drafts of the form-based code. The CAG is made up of local residents, business owners, professionals from design, engineering, finance, real estate, and land development industries, and City officials to bring diverse perspectives and a range of community development expertise into the process.

The Regulating Plan

During the development of the U.S. 301/Gall Boulevard Corridor Regulating Plan (PDF), residents, property owners, business owners, and other community stakeholders helped define community preferences for land uses, urban form, street and stormwater design, multi-modal transportation, civic space, and open space.

Regulating Plan Public Participation Activities

  • Community Workshop Number 1 was held on November 14, 2013, to introduce the public to the (Re)Imagine Gall Boulevard initiative and obtain public input. The workshop participants indicated their preferences for future development within the planning area using electronic polling that gave real-time results.
  • Community Workshop Number 2 on January 9, 2014, was an opportunity for the public to see how the community preferences collected at Workshop Number 1 were assembled by the City team to begin creating a vision for the planning area .
  • Community Open House was held on March 8, 2014, on the Founders Day parade route so people could easily stop in to review the concepts and recommendations and provide feedback.
  • Planning Commission Public Meeting review the draft Regulating Plan took place at a public meeting on April 15, 2014. Regulating Plan approval and a motion to move forward with the creation of a form-based code received unanimous support from the Planning Commission.
  • City Council Public Workshop On May 12, 2014, City Council held a public workshop to discuss the draft Regulating Plan. City Council supported the plan recommendations. The public in attendance were particularly supportive of the Gall Boulevard cycle track (protected bicycle lane) alternative.
  • City Council Regular Meeting provided a presentation of the draft U.S. 301/Gall Boulevard Corridor Regulating Plan (PDF) to City Council at a public workshop. There was overwhelming Council support for the plan recommendations. Members of the public who spoke at the workshop were equally supportive. There was particular interest in exploring the feasibility of a cycle track (protected bicycle lane) along the length of Gall Boulevard in the plan area. At the regular City Council meeting following the workshop, Council accepted the plan recommendations and instructed staff to proceed with development of a form-based code for the corridor. Council accepted the Regulating Plan recommendations and instructed staff to move forward with developing a form-based code for the U.S. 301/Gall Boulevard Corridor.

Community Redevelopment Plan

The genesis of the form-based code project is the Zephyrhills Community Redevelopment Plan (PDF) (CRP), approved in 2012 by the Community Redevelopment Agency. The CRP outlines the vision for new development and redevelopment within the Community Redevelopment Area. The public, including residents, property owners, and business interests within the U.S. 301/Gall Boulevard Corridor, is invited to participate in drafting the form-based code.
